How it all started...
Victory Outreach International was founded in 1967 by Pastor Sonny and Julie Arguinzoni. Within the inner city they shared the basic truth of the gospel of how God loved them and how he had the power to change their lives.
As a result, Victory Outreach was born. As the Ministry of Victory Outreach began to grow members of Pastor Sonny's church felt an overwhelming sense of destiny. They dared to believe God and began to step out in faith to start Victory Outreach churches across California.
Victory Outreach began to emerge to the forefront of mission focused ministries. Churches began to be planted across America.

The Vision Expands
In 1981, one of these churches was the establishment of Victory Outreach Church in Hayward, CA. Steve and Joesy Pineda left their home in Los Angeles and began to work in Hayward the same way the founders did. They went to the streets and jails and began to share the transforming gospel of Christ to the lost and forgotten.
Pastor Steve and Joesy began in their garage which sat approximately 20 people. They moved to a larger garage and then to numerous facilities throughout the East Bay where God began to increase the size of the congregation. Victory Outreach Church has continued with the overall vision of the ministry and has planted 14 churches throughout the United States and the world - with special works in the Philippines, Indonesia, and South Africa.

Where we are headed...
Throughout the 40 years of establishment in the City of Hayward we have received over 50 acclamations from the City, County, State and the President of the United States for our work within the inner cities of the Bay Area.
In 2003 Pastor Steve Pineda, the Senior Pastor, went home to be with the Lord. Shortly after his wife Joesy Pineda took over the Pastoral duties of the church. Pastor Joesy and the Pastoral Team continued to have a vision of reaching the lost in the City of Hayward and the World. Because of the global flare of the International Churches, Victory Outreach Church in the Heart of the Bay serves as a multi-ethnic, cross-cultural people within the Bay Area.
As of 2011, the mantle of Victory Outreach Church has been passed from Pastor Joesy Pineda to her son and daughter-in-law, Esteban & Chela Pineda. The legacy of Victory Outreach Church has always been the Heart of the Bay and now continues its powerful legacy to the next generation.
