Pastor Toby has been in ministry for over 22 years and has been married for over 24 years. He has been a missionary to the Philippines and Indonesia for 2 years and has organized many soul-saving endeavors for decades. His heart is to reach hurting men for God’s honor & glory.

Pastor Manuel gave his life to the Lord on a Thanksgiving in 1993. Since then, he and his amazing wife of 38 years have helped pioneer a work in Tracy, CA and have helped hundreds of marriages see God’s healing power all over the world. All 4 of his children are serving the Lord with deep commitments to ministry throughout Victory Outreach International.

Pastor Greg has seen thousands of prisoners give their lives to the Lord through inner-city ministry for over 22 years. He and his wife of over 19 years have raised 6 wonderful children and 11 beautiful grandchildren. With a heart for the forgotten inmate, he is seeing God’s power break the bars of iron all over the prison doors.

Beverly Flanagan has been saved for over 42 years with over 36 years of administrative experience. She has taken her skills from the Federal Post Office to using her gifts to build God's Kingdom. Her discipline and integrity with the ministry has enabled other Men & Women to build Godly financial principles within their lives.
Robert Quintanilla
Music Minister
Robert Quintanilla has been involved in ministry since childhood. Since his teenage years he has volunteered in Media Arts from Audio, Visual and Lights. His passion ranges from designing websites to social networks and other graphic communications. At the age of 17 he began to lead music ministries and recently has challenged himself to learn piano. She has been overseeing our VO Heart Kidz GANG for over 14 years and working within the ministry for 22 years. Her love and dedication for God's children is unmatched within the community.

Their passion is to see other hurting young people find their call & purpose in Christ through this dynamic Youth Ministry. They‘ve been married for over 16 years with 2 wonderful youth of their own.

Damien is a 2017 Graduate of the Victory Outreach Heart Men's Home. He has been delivered from the drug & alcohol addiction that swamped his families for generations. He is currently overseeing the VO Heart Recovery Center where Men with similar backgrounds are being restored and transformed to becoming more than just "Ex-Addicts" but with lives that are transforming the Bay Area and beyond.

Nick & Miriam have been married since 2022 with a blended family and recently had a bubbly, baby boy. They have 3 wonderful children. God has delivered them in such a way that they desire to see others come to Christ thru the GUEST EXPERIENCE MINISTRIES (G.E.M.). Our Guest Experience is a big part of The Heart through our Ushers, Greeters, and Security ministries.

Krystal has been serving the Lord for over 22 years within the ministry of Victory Outreach Heart. She is a graduate of the East Coast UTC ’07 and has served with the Third Wave Leadership for over 4 years. Her and her husband have been married for over 16 years and have two wonderful children.

Justine has a heart to see women delivered from the darkness of the street life that has plagued the inner-cities globally. She and her team are making strategic strides in seeing women come out of the prostitution and see them answer the call of God within their lives. Justine has been serving the Lord since 2018.
